fix(objek-pajak): show operational start dates in object details ## Changes Show the stored "Tanggal Mulai Operasional" in object details for staff, personal and business taxpayers, government collectors, and tax representatives. Also display it in payment analysis and the legacy NPWPD linking panel. Use one formatter for Indonesian dates in Asia/Jakarta, with "-" for missing or invalid dates. Update the existing isolated-page fixture to load the formatter. Closes #1610. ## Release impact Patch. Restore visibility of operational start dates already collected by the existing object registration flow. ## Migration notes No schema migration or configuration change is required. Existing queries already return the stored date. ## Validation - Passed ESLint and Prettier for all changed files, plus git diff --check. - Passed UI integration, primary foreground, table-card, and page-header action policy checks. - Reviewed shared detail routes and their business, government, and representative aliases. - Passed all 5 focused graph-contract safeguard tests for the CI repair. - Reviewed the object-detail fixture loader and registered its formatter as an exact module target. - Did not run build or dev commands. - React Doctor changed audit against the PR base 11ee908f399021616badccfe75a10a4f96d4b817 remains unavailable locally because the dependency directory lacks react-doctor. CI will rerun the full and changed audits.
