fix(reklame): include advance tax in combined SKPD totals ## Changes Selecting an object for SKPD gabungan stored only `pajakTerutang`. When the selected periods were classified as advance periods, including the default noon start before noon, `nilaiPajak` remained zero and validation blocked creation. Use `pajakYangHarusDibayar` so the assessment includes both current and advance tax, matching the existing recalculation handlers. Add four regression cases for the default start before noon, future periods, mixed periods, and a past period. Register the isolated fixture's reviewed React Doctor loader contract with its single picker target and shared-helper digest. Closes #1742 ## Release impact Patch. Restore the intended payable amount in the existing SKPD gabungan reklame workflow. ## Migration notes No schema or configuration changes. The fix applies when selecting objects for a new combined assessment. ## Validation - All 16 focused reklame, shared-build-lock, and build-worker regressions pass after merging the current production base. - Full `pnpm check:react-doctor` passes with 0 errors, 0 warnings, and no incomplete checks. - Actionlint 1.7.7, UI integration, foreground, table-card, page-header action, and whitespace checks pass. - The resolved build workflow matches production exactly, preserving its offline Home profiling steps and shared-lock commands. The final PR diff contains only the tax fix, regression fixture, and loader contract. - The production build remains subject to fresh PR CI.
